Abstract

Free Visit Visa Policy that implemented in Indonesia caused national security’s vulnerability for espionage. Furthermore, there is no legal basis to counter foreign espionage caused foreign espionage actor would exploit for espionage in Indonesia. This causes the importance of giving a deterrence effect to the foreign espionage actors. This study aims to analyze the threat of espionage through HUMINT during the Industrial Revolution 4.0 in Indonesia and the implementation of deterrence in the prevention of foreign espionage in Indonesia. This study uses descriptive qualitative research methods and deterrence theory. Data obtained by interviews with Director of Counter-espionage of BIN, Head of the Univeristas Indoensia’s National Resilience Study Program, and officer of BIN and BAIS TNI, and also conducted literature studies to support the data obtained. This Research showed that espionage through HUMINT during the fourth industrial revolution still exist, and it has some broad impacts and high probability occurred in Indonesia. Implementation of deterrence in the prevention of foreign espionage in Indonesia are not optimal to give deterrence effect to foreign espionage actors. This study can be used as consideration in formulating appropriate policies to prevent threats of espionage in Indonesia.
