Furthermore, there is no legal basis to counter foreign espionage caused foreign espionage actor would exploit for espionage in Indonesia. This causes the importance of giving a deterrence effect to the foreign espionage actors. This study aims to analyze the threat of espionage through HUMINT during the Industrial Revolution 4.0 in Indonesia and the implementation of deterrence in the prevention of foreign espionage in Indonesia. This study uses descriptive qualitative research methods and deterrence theory. Data obtained by interviews with Director of Counter-espionage of BIN, Head of the Univeristas Indoensia’s National Resilience Study Program, and officer of BIN and BAIS TNI, and also conducted literature studies to support the data obtained. This Research showed that espionage through HUMINT during the fourth industrial revolution still exist, and it has some broad impacts and high probability occurred in Indonesia. Implementation of deterrence in the prevention of foreign espionage in Indonesia are not optimal to give deterrence effect to foreign espionage actors. KPU has implemented an information system in various stages of the election, from preparation to implementation. However, the implementation of the information system by KPU has not been optimal because of cyber threats on KPU's information system during election. For this reason, the purpose of this research is to know the forms and factors that cause cyber threats in KPU’s information systems and the implementation of intelligence functions in overcoming these cyber threats. The research approach used is qualitative, while the research method used is descriptive. The threat arises because of vulnerability in the aspects of people, process and information technology systems of the KPU. The depletion of the availability of fossil energy sources, energy demand continues to increase, the agreement to reduce carbon gas emissions by 2030, and the target of the use of renewable energy (EBT) of 23% by 2025, it is necessary to diversify energy from fossil energy to renewable energy including nuclear energy. The construction of nuclear power plants (PLTN) in Indonesia has constraints and obstacles, one of which is that there is no government commitment to determine "Go Nuclear".</p> <p>This study uses a qualitative approach that aims to analyze all forms of potential threats to energy security and explain how the role of intelligence in overcoming threats to energy security, as well as efforts in supporting the construction of nuclear power plants. Data collection techniques used were interview techniques, documentation, and literature study, with analysis techniques using Miles and Huberman. The study was conducted in the period February to April 2019.<br>The results showed that there was a threat to energy security and in anticipation of this threat, diversification of energy to EBT which has high power such as nuclear energy was needed. This is due to its considerable influence in influencing and creating public opinion to change the community mindset nearing the 2019 Presidential Election. This research will discuss how the role of intelligence in overcoming the development of black campaign hoaxes on social media ahead of the 2019 Presidential Election The discussion of this study is the theory of mass communication related to the impact of black campaign, Agenda Setting Theory related to the obstacles encountered, and the S-O-R Theory related to the role of intelligence that will be carried out in anticipation of the hoax. This research uses descriptive analysis method with a qualitative approach because of the expectation that the data obtained will be more complete, more profound, credible, and meaningful, so that the research objectives can be achieved. Based on this study, it can be concluded that the black campaign hoax on social media has become a tool and business for a separate group in seeking profits and influencing others, there needs to be serious handling by the relevant government agencies to overcome the problem so that it can reduce anxiety in the community line especially in this 2019 Presidential Election. Social media is one of the most popular services visited by internet users in Indonesia. This study discusses potential threats from online petition platforms and their influence on public policy. Online petitions have become an alternative medium of social movements in the era of digital democracy, where their influence in public policy needs to be studied, because there is no formal regulation. This research was conducted with descriptive qualitative methods. The results of this study can be seen that the effect of online petitions on public policies is in the form of intermediate and ultimate influence, depending on the tactics and narrative forms used by petitioners. IoT allows all devices to be interconnected and act on the same network, which will simplify control and automation. That there is a potential threat to the IoT network through the ARP Spoofing hacking method. With this technique, hackers can do hacking which results in disconnection of internet network connections on one's computer. Furthermore, hackers are able to break the internet network used on IoT technology. This results in non-activation of IoT devices that have the potential to pose a threat if it occurs in a company or a national-scale institution. The entry of the 4.0 industrial revolution that uses the basis of online systems is very helpful in all activities, especially in the dissemination of information. That is because the online system not only has a positive impact, but also has a negative impact. The alternative prevention is to use Distributed Denial of Service (DDOS) which collaborates with Robot Network (Botnet). The use of DDOS combined with botnets can be an alternative to reduce access to banned sites. This research is an innovation to prevent access to banned sites. Based on this study it can be concluded that the blocking of prohibited sites is still not effective, because after being blocked they can make a new site back.
